The waist has a drawstring. The skirt is very full and is midi length. Details Brand Adini Content 100% Cotton Size Small Chest 16 20" pit to pit (it is really gathered up and 20" is the measurement when I pull it all the way out. The chest is very open though and could probably accommodate a slightly bigger chest. Waist up to 17" across but you can pull it in to 12" inch
